Harry Litman is Of Counsel at Whistleblower Partners. His practice focuses primarily on representing whistleblowers in qui tam lawsuits brought under the Federal and various state False Claims Acts. He has served as lead counsel in several significant whistleblower cases and has represented clients in federal and state courts around the country, including two cases before the U.S. Supreme Court.

Before joining Whistleblower Partners, Harry practiced at two prominent whistleblower law firms and separately maintained his own law practice.

From 1998 to 2001, following nomination by the President and unanimous confirmation by the Senate, Harry served as the United States Attorney for the Western District of Pennsylvania. As U.S. Attorney, he launched and directed several law-enforcement initiatives while personally litigating cases in both the district court and the court of appeals. In July 2000, Harry was nominated by the President to a federal judgeship on the U.S. District Court for the Western District of Pennsylvania.

Harry is a nationally recognized commentator on developments in the legal field, having appeared in the Los Angeles Times, The New York Times, The Washington Post, The Wall Street Journal, CNN, and Lawfare.

He regularly speaks on contemporary legal issues on NPR and cable news.  Harry is also the host and executive producer of the Talking Feds podcast, which gathers prominent leaders from across government, law, and journalism to explain and discuss legal and federal policy topics in the news.

Harry graduated in 1986 from the University of California, Berkeley, School of Law (Boalt Hall), where he was editor-in-chief of the California Law Review. Following law school, he served as a law clerk to Judge Abner Mikva of the U.S. Court of Appeals for the D.C. Circuit; Justice Thurgood Marshall of the United States Supreme Court; and Justice Anthony Kennedy of the United States Supreme Court.  Before law school, Harry received his Bachelor of Arts from Harvard College

Harry has taught at Berkeley Law School, the Georgetown Law Center, Princeton University, Rutgers University School of Law, the University of Pittsburgh Law School, the U.C.L.A. School of Law, the University of San Diego Department of Political Science, and the Department of Justice Advocacy Institute.

Harry is listed in “Best Lawyers in America” in 3 separate categories — Commercial Litigation, White Collar Criminal Defense, and Qui Tam Law.  He has also been named to the “Who’s Who in American Law” and “Who’s Who in America” lists.

Before law school and while a law student, Harry worked as a sportswriter for the Associated Press.

    • Washington v. EDMC: Harry was lead counsel for the relator in a False Claims Act case against a for-profit education chain. The case resulted in the largest settlement ever in an FCA case involving the U.S. Department of Education.

    • Supreme Court Cases: Harry has served as co-counsel by appointment of the Department of Justice in two cases before the U.S. Supreme Court.
